what will be remedy or result if the cover for the plinth beam is eccentric

in case if the plinth beam is designed for 20cm breadth and suddenly due to non availablity of bricks of 20cm is not available and reinforcement placed already and juxt the breadth is increased to 23 cm and the increase is in on one side
