I think we perform an experiment on some specimens of 50cm^2 and we plot the normal distribution curves against no of specimens and compressive strength there we got the target mean strength.
                           Target mean strenght(fm)=Characteristic cube strength(fck)+1.65*sigma(standard deviation)
