Differences between sand and soil

Sand is a non cohesive material whereas soil is cohesive material . My question is why cant we replace sand by soil in the concrete mixture particularly black soil

sand-it is 0.002 to0.0002 in size and dark white in color soil-it is75 to 0.002 in size and in different colors
