I think MIDAS is the best software for designing Bridge, though selection of software also depend on resources and budget.
MIDAS - solid, whole package design program that can handle analysis of entire structure, top to bottom, in a single model.
But besides MIDAS i also recommend SAP2000 Bridge Wizard which is also a strong & Powerful Bridge designing functionality, integrated into Structural Analysis Program (SAP)
