Stability of Railway Embankment

In the case of undrained shear strength analyze with a new embankment, do I need to consider the parameters of  "undrained shear strength increase with ground level" and "the strength increase under embakment" ?

How about in the case of an old embankment, with both using undrained shear strength and effective stress parameters?
