We have 3 water detention ponds in our residential area.

We have 3 water detention ponds in our residential area.
Some type of Willow trees have been allowed to grow on the water side of the dam near the exit pipes. They are not huge, but they are no longer saplings.
I understand no trees should be on the dam. Do we cut them to the ground and risk their decaying roots creating a void in the dam, or do we leave them?
What would be the best management practice?
